A Baarn policy for dogs and cats, not a zoo or livestock product
PetSecur N.V. is a Dutch pet health insurer, not a savings product and not a recommendation to buy cover. The company lists Javalaan 7, 3742 CN Baarn, with telephone 035 2031 943 and a claims portal branded Mijn PetSecur. The public product is a huisdierenverzekering for dogs and cats only. Rabbits, horses, livestock, and exotic species sit outside the catalogue. If you keep a parrot, a goat, or a rescue still waiting for paperwork, this policy is the wrong tool. The insurer can decline an application without giving a reason. This article is a buying guide based on public policy documents. It is not financial advice, not veterinary advice, and not a promise any claim will be paid.
Dutch veterinary invoices have climbed because diagnostics, overnight clinics, and specialist surgery are priced like small hospitals. Pet insurance exists to share that bill, not to erase it. PetSecur reimburses a percentage of medically necessary treatment inside the chosen package, then stops at an annual ceiling. You still pay the remainder, any deductible you selected, and every item the conditions exclude. Congenital and hereditary conditions are written out even if they appear later. Pre-existing problems are written out even if you did not know about them at application. Read those exclusions before you compare a monthly premium.
What the 2025 product card lists for Basis, Standaard, and Extra
The 2025 product card lists three core packages with maximum payouts per insurance year of about €3,250 for Basis, €5,000 for Standaard, and €12,500 for Extra. Those figures are a summary, not a quote you can enforce in court; the card itself says no rights can be derived from it and that the policy conditions decide. Confirm the live card, the current voorwaarden, and the quote for your animal before you pay. Reimbursement on ordinary consults, first-line surgery, and medicines is described as 50, 70, or 90 percent by package. Consults and diagnostics also carry a sub-cap of €500 per year on the tables we read. Hip and elbow operations, plus intensive or second-line care, sit at 50 percent even on Extra.
MRI and CT appear on Extra at 50 percent in the May 2025 conditions extract. Chemotherapy, laser, and radiotherapy show on Standaard and Extra, not as a default on Basis. Alternative therapies, allergy medication, and immunotherapy share a small annual pot, listed around €250, and they are not a Basis feature. You can add riders for dental work, cremation, castration or sterilisation, and preventive care; those sit outside the core package unless you buy them. Optional deductibles include €0, €50, €100, or €150 per insurance year. Premium is calculated from species, breed, adult weight, age, package, and riders. Ask for a personal quote and keep the PDF; do not treat a comparison-site monthly figure as your price.

- Worldwide travel reimbursement listed around €1,250 per year; repatriation is excluded

- Claims go through Mijn PetSecur with invoice plus medical file; email and post are refused
Chip, waiting time, and why cover does not start when you apply
To be reimbursed, the animal must carry an identification chip that meets the ISO standard the conditions name. The vet can place that chip at a first visit if it is missing. An unchipped pet is not a paperwork footnote; it is a reason a claim can fail. You must answer application questions honestly and report medical changes between apply and start. Weight at adult size feeds the premium; if the grown dog is heavier than the figure on the policy, update Mijn PetSecur, because premium can be adjusted retrospectively. Address, IBAN, email, and chip number also belong in that portal within 30 days of a change. Treat the account as part of the product.
Acceptance does not equal cover. The May 2025 conditions say the ingangsdatum on the policy schedule is always at least 14 days after the application date, and you are insured from that date only once the first premium has been received. Illness that appears in the gap can still be treated as pre-existing if you fail to report it. The 2025 product card repeats the same logic: you are not covered at the moment of aanvraag. Minimum contract length is one year, with a five-year option on some add-ons. Cancellation after the minimum term uses the website form and one month’s notice. Mid-term exit is described only for death or when the animal no longer lives with you, with documents that include chip number and owner identity.
Open petsecur.nl, download the current verzekeringskaart and voorwaarden, and compare them with your vet’s typical invoice before you request a quote.

Invoices must be submitted through Mijn PetSecur. Email and paper post are stated as not processed. The invoice needs the animal’s name and chip number, the costs, your name, and the practice details including KvK number. You also send the complete recent medical file. PetSecur may contact the veterinarian directly; by applying you consent to that. Reimbursement uses the package percentage, then the deductible is subtracted, then money is paid to your Dutch IBAN. Submit quickly: the conditions give a three-month outer limit from the invoice date. If a planned treatment will cost more than €750, you must inform the insurer first or the claim can be refused. They may ask for two quotes and cap payment at an advised clinic’s price if you go elsewhere.
Emergencies that need immediate intervention to prevent severe harm are the documented exception to that pre-check. The invoice and vet statement should say it was an emergency. PetSecur can still seek recovery from a third party and expects your cooperation. A second opinion that the insurer orders is paid by them; a second opinion you order yourself is not. Late premium is another quiet claim-killer. Premium is collected monthly in advance. If it is still unpaid on the fifteenth day of the period, cover suspends; conditions that arise in the gap stay uncovered even after you catch up. Cover restarts one day after all arrears are received. That mechanic is easy to miss when a direct debit fails.
PetSecur is a real Dutch dog-and-cat policy with published annual caps. It is not a blank cheque for hereditary disease, and the start date on the polisblad matters more than the day you filled in the form.

Travel sublimit, extra riders, and the exclusions that sink invoices
Foreign veterinary bills are described as included worldwide, limited to Dutch-usual prices, and capped at about €1,250 per insurance year on every package. Repatriation of the animal is not paid. That is a holiday buffer, not an overseas specialist fund. Dental cleaning, milk-tooth extraction, and preventive checks stay out of the optional dental rider; listed reimbursements include extractions, decay treatment, root canal, and jaw treatment, with a separate deductible and yearly maximum. Cremation is a separate rider against a vet death certificate. Castration or sterilisation uses fixed maxima by species, sex, weight, and package, tied to a longer contract with a clawback if you leave within three years after the payout unless the animal has died.
The exclusion list is long on purpose. Congenital and hereditary disease never enters cover. Hip and elbow dysplasia work is excluded. Feline infectious peritonitis investigation and treatment is excluded. Diet food and supplements are excluded even with a medical note. Parasite consults and medicines for giardia, fleas, worms, mites, and ticks are excluded. Cruciate and skeletal operations for problems that start before or during the first two months are excluded, except a demonstrable road accident. Evening, night, or weekend consults need a life-threatening reason. If your dog’s expensive future is a known breed orthopaedic risk, price the exclusion, not the logo.
Who should skip this policy, and what to compare instead
Skip PetSecur if the animal is unchipped and you will not chip it. Skip it if you already know about a limp, a murmur, a dental wreck, or a chronic skin file; those histories are likely treated as pre-existing. Skip it if you need horses, birds, reptiles, or farm animals, or a policy that pays hereditary orthopaedics as a selling point. Skip it if you refuse portal-only claims. Self-insure if you can park several thousand euros for a specialist week. OHRA is a household Dutch name worth lining up on breed, age, and waiting-period questions. Figo-style European pet products exist for owners who move countries; they are a different contract, not a clone of PetSecur’s Baarn wording.
- Chip the animal and photograph the chip number before you apply
- Download the current verzekeringskaart and the full voorwaarden, not only the package tiles
- List every past vet visit; a forgotten ear infection can become a declined claim
- Ask your clinic for last year’s invoice total and compare it with the annual cap and co-pay
- Diary the ingangsdatum; do not assume next week’s surgery is already covered
- This guide is not financial advice; a broker can still be the better next step
FAQ: chips, waiting periods, travel, and claims
Does PetSecur cover every dog or cat in the Netherlands?
No. The product is limited to dogs and cats, and the insurer can refuse an application. An ISO-standard chip is required for reimbursement. Breed, age, and medical history feed both premium and acceptance. Congenital and hereditary conditions stay excluded even after you have paid for years. If your household mixes pets with livestock or exotics, you need a different product for those animals. Confirm the live application questions. None of this is a recommendation to insure or not to insure.
When does cover actually begin after I apply?
On the ingangsdatum printed on the policy schedule, which the conditions describe as at least fourteen days after application, and only after the first premium has been received. The 2025 product card says cover does not start at the moment of application. Report any medical change in that gap. A surgery booked for next week is the classic mismatch. If you need treatment sooner, talk to the clinic about payment plans or another product’s documented wait. Waiting language can change; confirm the PDF attached to your quote.
What happens if my dog needs a vet abroad?
The conditions describe worldwide reimbursement of medically necessary costs, limited to Dutch-usual prices and to about €1,250 per insurance year regardless of package. Repatriation is not covered. Keep invoices itemised and be ready to show the chip and the medical file through the portal. A specialist hospital abroad can exceed that sublimit in a single visit, so you should budget a cash buffer too. Confirm the live card before a long trip. This is not travel or financial advice.
Can I email a vet invoice to info@petsecur.nl?
The conditions say claims sent by email or post cannot be processed. Use Mijn PetSecur, include chip number and the medical file, and submit within three months of the invoice. Treatments expected to cost more than €750 need prior notice except documented emergencies. Incomplete files delay payment because the insurer assesses the whole picture, not a single line on a till receipt. If the portal invitation never arrived, request access through the website rather than assuming silence means the claim was accepted.
Is this a substitute for putting money aside?
No. Even Extra has an annual ceiling listed around €12,500 on the 2025 product card, plus a co-pay, sub-caps, and a long exclusion list. Many owners still keep a cash buffer for the remainder, excluded items, and the waiting period. Some skip insurance entirely and bank the premium instead. That choice depends on your cash reserve, the animal’s age, and your tolerance for a sudden specialist bill. Speak to a licensed adviser if you need any personal financial advice.
If the animal is a chipped dog or cat and you accept the waiting start date, open the current package pages and confirm every cap against last year’s clinic bills.
Compare PetSecur with your vet invoices →Verdict for Dutch owners comparing a dog or cat policy
PetSecur is a named Dutch insurer in the Baarn and Amsterdam area with three published packages, a chip rule, portal claims, and a travel sublimit around €1,250. The 2025 product card lists the annual maxima that shoppers quote; those numbers still need a live check against the voorwaarden. It can fit an owner who wants percentage reimbursement for accidents and illness that begin after the start date. It is a poor fit for unchipped animals, likely declined histories, hereditary orthopaedics, or anything that is not a dog or a cat. Line it up against OHRA, a portable EU product, or a funded savings pot. That decision is yours; this page is not advice.
